Andrea is Commissioner of ARERA, the Italian Regulatory Authority for Energy, Networks and Environment, Vice-President of WAREG, the Association of European Water Regulators and Member of the Bureau of the Network of Economic Regulators ' NER of the OECD. From 2016 until his appointment in ARERA in August 2018, he was President of ASA S.p.A. the water utility of the province of Livorno. Andrea is professor at the Department of Business Administration of the University of Verona, on mandatory leave following his appointment in ARERA. He has been leading research projects financed by the European Union and he was one of the founders of WaMaTeRC, the Water Management and Technology Research Centre and has designed the tariff methodology for drinking water services for the Autonomous Province of Bolzano. He is the author of numerous publications, including monographs and articles for international journals. In 2014 he wrote a monography on 'Water management in Italy: Governance, Performance and Sustainability' and in 2018 he wrote a book on 'Management of water services companies. An operational manual for management and control'.
