Roy serves as Miami-Dade County's Chief of Utilities and Regulatory Compliance for his department portfolio includes Miami-Dade Water and Sewer - the largest water and sewer utility in the southeastern United States. With more than 30 years of water resources operations and maintenance experience, he champions innovative strategies for water management, the renewal of antiquated drinking water systems, and the overhaul of wastewater infrastructure to ensure the delivery of reliable, sustainable water and wastewater services for future generations. As Water and Sewer Department Director, he oversaw three consecutive record-breaking years of Capital Improvement Program (CIP) execution that cumulatively invested $1.77 billion of the $8.79 billion program. CIP improvements include system-wide enhancements addressing aging infrastructure and ensuring capacity and reliability.
